Scenario
Elizabeth Solana, the Union's High Representative for
the Common Foreign and Security Policy (CFSP), will
present her paper which argues in favour of decisive
action towards strengthening the EU's common institutions
and policies throughout the next 15 years.
Solana's draft paper "How to make the European
Union become a major actor in global politics until
2020" will be published 3 days before the beginning
of our conference. It aims to initiate a so-called "Budapest
Process".
The European Council will be asked to adpopt it. Also
the Council of the European Union, the Parliament, and
the Commission will debate it intensively and present
their positions to the Council.
During the event, concrete international developments
also might request some attention of the Union's representatives
present....

Organisational Information
Each participant can find the own role
on the pages for the European
Council, the Council,
the Parliament and
the Commission.
We will make available a little more
information on each of the various positions during
the next days. However, we expect all participants
to look for additional information on their country's,
party's or institution's position with regard
to a further development of CFSP themselves.
We will introduce you in time to the
Rules of Procedure valid during the event.
