After the failure of the constitutional process, the majority of politicians in the European Union seem to agree that “too much Europe” is perceived as a threat by the citizens. Consequently, everything reminding of European statehood has been taken off and all elements of public debate have been replaced by the traditional diplomatic negotiations when defining the content of a new reform treaty. Is this unavoidable? And how should citizens react on it?
